In New York, the UN Security Council has met for closed consultations. This follows the Democratic People's Republic of Korea's announcement that it plans to carry out a nuclear test. The Council may issue a presidential statement to give voice to their concerns. If so, it will call on Pyongyang not to proceed and to avoid action that could aggravate tension. The statement will also appeal to the DPRK to use political and diplomatic channels to resolve concerns on non-proliferation.

"I believe that all six parties are important. But I think amongst the six parties in order to have a solution to the North Korean nuclear issue, I believe that the two main players, in my view, in my judgment and in the view of many others, if there could be some progress made between the United States and North Korea, if there could be less mistrust between the two, certainly it would lead to good results. If North Korea adopts a more constructive approach, this would enable us to make progress. And also if United States could be more creative in their thinking, it would certainly help."
