DPRK nuclear test overshadows talks

Japan's new Prime Minister, Shinzo Abe, arrived in Seoul as news broke that the DPRK has conducted its first nuclear test.

Abe's meeting with South Korean President, Roh Moo-hyun, originally had the aim of addressing strained bilateral relations over territorial and historical disputes. The DPRK's nuclear testing has overshadowed the talks. On his arrival, Abe initially told reporters they must collect and analyze information to determine whether the DPRK actually conducted the test. Seoul immediately raised its military alert level in response to Pyongyang's actions.
