Hamas, Fatah begin talks

In Palestine, the Hamas-led government has entered talks with Fatah over the allocation of cabinet seats in a unity government. Palestinians hope such a government would help bring an easing of Western sanctions.

Top leaders from both factions say the new government would be respected and appreciated by the Palestinian people, Arab and Muslim countries, and beyond.

Palestinian Prime Minister Ismail Haniyeh said, "The future government will implement the legitimacy of elections, the political partnership, as well as national unity. This government will permit the lifting of the siege and reduce the suffering of the Palestinian people."

Haneya and President Mahmoud Abbas both hope a new cabinet could be in place within two or three weeks.

A relatively moderate US-educated professor, with ties to both factions, is a leading candidate for the post of Palestinian prime minister in the emerging unity government.

The 60-year-old Mohammed Shabir did not deny he is going for the post, but said he has not been officially nominated.

Meanwhile, Fatah suggests that independent lawmaker Ziad Abu Amr, who has often mediated between the rivals, be appointed as foreign minister in the new government.
