George W. Bush met congressional leaders at the White House hours before his televised national address.
Democrats emerged from the meeting with disappointment.
They complained that their opposition to the increase in troops has been ignored.
Nancy Pelosi, House speaker, said, "To remind, this is the third time we are going down this path. Two times, it has not worked. And we wanted to know why there was any prospect that it would be successful now. Why are they doing this now? That question remains."
Republican leaders were more supportive of the plan, insisting that Bush is on the right track.
Mitch Mcconnell, Senate Republican leader, said, "The fundamental decision to stay on offence and to finish the job, I think is correct, and we believe the president is heading in the right direction and tend to support him."
Many in the Republican party, however, were becoming increasingly restless with the situation in Iraq.
At a Senate Foreign Relations Committee hearing on Wednesday, a Republican admitted that he saw no justification for a surge in US troops.
Norm Coleman, Republican senator, said, "I will listen to the president, but I didn't see in my time there, in my conversations, that we've got a commitment on the part of the Iraqis to do what has to be done, that would then justify a greater commitment of American lives and resources."
The chairman of the committee said that Americans expected congress to help get the US out of Iraq.
