Chinese top legislator Wu Bangguo inspects Liaoning province

China's top legislator Wu Bangguo is emphasizing the importance of fully implementing the concept of scientific development and strengthening creativity. His comments come during an inspection tour of northeastern China's Liaoning province.

Wu Bangguo gave his approval to the Liaoning government's work for the year after hearing a report. He says the province's economy is at a new high and there are breakthroughs in reconstruction and scientific development. He says the quality of people's lives is improved and there is great progress in infrastructure construction and the environment.

Wu Bangguo says Liaoning is a solid industrial base with advantages in science and technology. He hopes it will follow the central government's strategic plans as it creates a better future for this traditional industrial base.

Wu Bangguo also made some proposals. He says the promotion of the industrial base creates good opportunities for Liaoning. He urges people to seize the historic opportunity, change their development concept and create new development patterns. He calls on them to build a new type of industrial base and a new major economic zone.

He also stresses the importance of creativity and innovation. He calls for new mechanisms and systems, innovation, new brands, examination systems and the development of science and technology.

Finally, Wu Bangguo proposed the resolution of historic issues and promotion of social harmony. He says the imbalance in economic development between urban and rural areas should be addressed. And issues such as jobs, social welfare, access to drinking water, health care and education should be dealt with.
