Chinese President and General secretary of the CPC Central Committee. He's given a keynote speech on the country's development. He stressed the importance of development, promoting social harmony and building an overall well-off society. Hu Jintao's speech came ahead of the 17th National Congress of the Communist Party of China to be held later this year.

General Secretary Hu Jintao was addressing ministerial officials and provincial heads at the CPC Central Committee's Party School on Monday.

Top legislator Wu Bangguo and Premier Wen Jiabao were in attendance. Other senior leaders included Jia Qinglin, Wu Guanzheng, Li Changchun and Luo Gan. The meeting was presided over by Vice President Zeng Qinghong, who is also the president of the Party School.

Hu Jintao said given the current international backdrop, China faces unprecedented opportunities and challenges. And these require party leaders to have a clear view of today's China and the world to meet the demands of development and the new expectations of the public... and to draw from their experiences to develop guidelines.

Hu Jintao stressed that it was necessary to analyze the opportunities and challenges that China is facing in economic globalization. And that the scientific concept of development should be implemented in the process of industrialization, urbanization, marketization and internationalization.

Since the 16th CPC national congress in 2002, the CPC Central Committee has been proposing a concept of development, which focuses on a people-oriented, coordinated and sustainable development.

Hu Jintao reminded officials to combine the policy of reform and opening-up with socialist development.

In terms of the economy, Hu Jintao emphasized the importance of building an energy-efficient, environmentally-friendly society. He added that improvements in the economic system should be centered on public ownership, while still encouraging and maintaining private property.

Hu Jintao said, in order to reach the long-term goal of developing a socialist democracy, the government should expand political participation and promote a democratic decision-making process.

Hu Jintao said the government should focus on problems of immediate interest to the public, such as education, employment, social security and health care.

He urged officials to strengthen their ideology, leadership and lifestyles, to oppose bureaucracy and extravagance, and to fight the long and tough war against corruption.

At the end of the speech, Hu Jintao said all party members should unite to strive for the success of the 17th Party Congress and the building of an overall, well-off society.
