China dedicated to meeting energy conservation, emission reduction targets

Special Report: 17th CPC National CongressMeeting energy conservation and emission reduction targets is now an important goal for many government officials since it's connected to the evaluation of government performance. The recently passed Energy Conservation Law clearly states this and a specific measuring system will be set up.
Officials say China prioritized energy conservation and emissions reduction years ago. Various policies have been implemented to encourage enterprises to apply energy saving technologies. Outdated industries that consume large amounts of energy have been closed. And a goal has been set for the period from 2006-2010.
Xie Zhenhua, vice minister of NDRC, said, "A clear goal in energy conservation and emission reduction in its 11th five-year plan. That is, a 20 percent cut of energy consuming per GDP, and 10 percent cut of main pollutant emission."
In the first 9 months this year, energy consumption per GDP dropped 3 percent. The main pollutant emissions this year are all down compared to the year before.
But officials admit challenges remain and they say more measures will be implemented.
Achieving energy conservation and emission reduction targets is now included in the evaluation of government performance. And related departments have established plans on evaluation implementation, and a series of indexes to measure the energy consumption per GDP and the pollutant emissions. The statistics bureau is gearing up for a more scientific and efficient measuring system.
