European Union leaders, keen to avoid the mistakes of the past, arrived in Belgium for Friday's one-day summit to try to solve Kosovo's separatist bid.

Memories of deep divisions over the Balkan wars in the 1990s, which led to Europe's inability to prevent the fighting, still haunts EU capitals. And Europe remains divided over whether to recognize Kosovo's independence.

EU leaders at the meeting are not expected to make a decision about the status of Kosovo an important UN Security Council meeting on the status of the province is scheduled next Wednesday.

Instead, the leaders will discuss a paper drafted by Britain, France, Italy, Germany and the US on how the EU can recognize Kosovo after it declares independence.
