Full text of NPC decision on Hong Kong´s constitutional development

China's top legislature wrapped up its bimonthly session this morning. The Hong Kong Special Administrative Region was a focus of the 31st session of NPC Standing Committee.

Amendments were approved to the way the fourth HKSAR chief executive and the fifth term HKSAR Legislative Council will be chosen in 2012.

The committee also decided to consider electing the fifth HKSAR chief executive in 2017 through universal suffrage. That may also be applied to the election of the HKSAR Legislative Council later on. The decision is considered significant in implementing the principles of "one country, two systems," and "Hong Kong people governing the HKSAR." It will also ensure the gradual, progressive and healthy constitutional development of Hong Kong under its Basic Law, while maintaining and promoting prosperity and stability.

The committee also adopted a number of bills, including one to raise the country's monthly individual income tax threshold. And, lawmakers approved the nomination of Chen Deming, the former governor of Shaanxi Province, as the new minister of commerce.
