The explosion happened inside a tent where about 70 people were mourning.
Officials believe the intended target was the deputy governor in charge of security in Salahuddin province, northwestern Iraq. He was uninjured.
On Tuesday, a suicide bomber struck a school north of Baghdad injuring 22 people.
The explosion happened as students were arriving for classes. It's unclear who in the intended target was because the school is next to a provincial governor's office in Baqouba.
