President Bush acknowledged the US economy is slowing, bogged down by the housing slump, sluggish job growth and rising food and energy costs.
But he insisted its long-term fundamentals are sound.
Bush also called on Congress to avoid the temptation to tie up a 150 billion US dollars fiscal stimulus plan with extra measures.
He said it would delay or derail the deal agreed last week between the White House and leaders in Congress.
He also urged Congress to make tax cuts permanent.
George W. Bush, US President, said, "...if any bills that raises taxes reach my desk, I will veto it."
President Bush went on to say his plan to dispatch 30-thousand more US troops to Iraq last year has seen positive results.
George W. Bush, US President, said, "Our objective in the coming year is to sustain and build on the gains we made in 2007, while transitioning to the next phase of our strategy. American troops are shifting from leading operations to partnering with Iraqi forces and, eventually, to a protective overwatch mission."
Bush also touched upon trade, climate change, education and immigration in his speech.
