He says the two main parties have agreed to form an independent commission to look into the disputed presidential elections.
Annan is in Nairobi with Graca Machel, wife of former South African President Nelson Mandela and a mediator in the negotiations.
Annan says an independent review committee to investigate all aspects of the election would be in everyone's interest.
He says the findings and recommendations could improve the electoral process.
Kenya's main opposition proposed sharing power for two years with the president's party, and then the country holds fresh elections.
