The State Council says reconstruction will replace disaster relief as the major task for governments at all levels in areas affected by the severe winter weather. The decision was made at a State Council meeting Wednesday presided over by Premier Wen Jiabao.

Power transmission has been disrupted in many afflicted areas. And the reconstruction of power grids tops the agenda. The State Council has asked the power suppliers to fix all the grids before the end of March.The infrastructure in industries of transportation, information and broadcasting must also be repaired.

The damage to agricultural production is devastating. As the spring planting approaches, the government has asked local authorities to guarantee the supply of seeds and fertilizer. And subsidies have been arranged for farmers in the worst-hit areas.

Coal mines have been asked to continue increasing output to help the recovery of power generation in afflicted areas. And carriers should ensure the transportation of coal and oil in the peak period after the Spring Festival.

Governments at all levels have been asked to improve the supply of essentials and help people rebuild their homes.

The State Council has also called for close monitoring to predict further disasters.
