Most of the more than 20 members on this train from Hubei Province are from areas hit by heavy snow. Their foremost concern is the implementation of mechanisms to deal with natural disasters. Some members have documented the crisis caused by the severe winter weather.

Cao Yi, CPPCC member, said, "These photos show the disaster in a school in one Hubei village. My proposal calls for more support for the reconstruction of the schools in some of the poorest regions."
