China to deepen institutional reform

Special Report: 2008 NPC & CPPCC sessionsChina is stepping up the pace of the State Council's institutional reform, aiming to build a government that will continually improve and satisfy the people. One of the highlights of the first session of the the 11th National People's Congress, which opens on Wednesday, will be to deliberate on this motion. The session will also vote on a new state leadership.

An NPC spokesman says the deliberation of a proposal on the institutional reform of the State Council is high on the agenda of this year's NPC session. The proposal was put forward during a CPC meeting in February. That meeting set a goal to establish a more open, transparent and efficient government, that puts people's interests at the top of its priority list. And to complete the process by the year 2020.
NPC spokesman Jiang Enzhu said, "This reform is built on previous reform efforts, and will focus on transforming the way the government functions. Through the reform, our administrative system will live up to our principle of building a small, unified and efficient government."
Jiang Enzhu says one way to realize the goal is to explore the implementation of bigger government departments.
Also high on the agenda is the election of new state leadership, which takes place once every five years. This includes a president and vice president of state, as well as chairman of the Central Military Commission. Deputies will also decide on the candidates for premier and vice-premiers, as well as a string of senior government officials.
Institutional reform of the State Council is expected to be one of the highlights on the agenda of this year's NPC session. The establishment of "mega ministries" is considered the core of this reform. Deputies will discuss and debate the document on deepening reform and vote on it at the end of the session.
