Special Report: 2008 NPC & CPPCC sessionsShenzhen was the first city to benefit from China's opening up thirty years ago. And Hong Kong was the first Special Administrative Region under the One-Country, Two Systems policy. Now one CPPCC member is proposing to combine the two places to form China's first international metropolis.

Hong Kong is a global trade center with advanced services, but limited space. Shenzhen is a manufacturing base with strong I-T industries, but limited international experience.
This situation has been carefully studied by CPPCC member Dr. Gunter Gao.
CPPCC member Gunter Gao said "Hong Kong and Shenzhen have huge economic potential. Each of them has its advantages and bottleneck, and they are complementary. Hong Kong has refined systems and Shenzhen has abundant resources. So why not join the two places together? It's not only good for regional development. A country like China needs a metropolis to have a stronger global impact."
The entrepreneur's interest goes beyond business. He acknowledges the economic prosperity in Hong Kong and Shenzhen is a result of good policies.

Dr. Gao said "The metropolis is not an administrative proposal. It must be based on the One Country, Two Systems policy and the opening up policy. We have benefited from the historic legacy and we must carry them on in future innovation and cooperation."
Dr. Gao's suggestion is echoed by Sze Cheung Pang, who's been a CPPCC member for many years.
