NPC deputies say the government reshuffle is aimed at exploring a super ministry system to streamline government department functions. This will strengthen macro-economic regulations, maintain national security of energy supplies, and integrate information development and industrialization.
The deputies say the formation of some "bigger departments" will separate the power of supervision, legislation and decision making. This will effectively avoid functional disputes and ensure that problems concerning the basic interests of China's citizens are dealt with in a more efficient manner.
