Chinese Premier Wen Jiabao has chaired the 22nd meeting of the State Council's earthquake relief headquarters. The focus of the meeting was reconstruction.

The meeting stressed that reconstruction should be done scientifically, with the priority to restore basic living conditions and the reconstruction of public facilities.
The relief headquarters called on governments at all levels in quake areas to lead the people in rebuilding their homes with the help of the central government and people from all walks of life.
Rebuilding or repairing damaged homes is an especially urgent and important task. The reconstruction of transport, telecommunications, energy supply and other infrastructure should put priority of resuming their functions.
