Former South African President Thabo Mbeki is in the capital Harare for talks aimed at rescuing the agreement, which he brokered in mid-September, between President Robert Mugabe and the opposition MDC party.
It's now threatened by disagreement over key cabinet posts.
Mugabe's ZANU-PF party goes into the new parliament stripped of a majority for the first time since independence from Britain in 1980.
Analysts say the convening of parliament on Tuesday may open a public quarrel on the issue.
