Alan Doss, the special representative of the UN Secretary General, said the political gains by either side cannot justify the people's suffering.

During a visit on Tuesday to Mugunga camp, to the west of Goma, Doss reminded the rebels that they are instrumental in creating the current humanitarian crisis, irrespective of their political claims.

The refugees at the camp pleaded with the UN to make conditions favorable for them to leave the camp and end their misery caused by insufficient food supply and poor living conditions.

Aid agencies have described the humanitarian situation in and around Goma as "catastrophic", saying tens of thousands of homeless civilians are roaming there, in need of shelter, food and medical care.
