The SED mechanism was initiated by Chinese President Hu Jintao and US President George W. Bush in 2006 to serve as a platform for the two countries to discuss long-term strategic issues in bilateral trade relations. The dialogue is held twice a year, alternately in China and the United States.

The first round of the talks was held in Beijing in December  2006.
