A spokesman for the Korean People's Army, or KPA, says South Korea has undertaken various military provocations against the DPRK everyday and Pyongyang can NOT remain an onlooker any longer.

The KPA will assume an "all-out confrontation posture" against South Korea to "shatter the provocations". It will also take a "strong military retaliatory step" to counter South Korea's "preemptive strike".

Relations between Pyongyang and Seoul have soured since South Korean President Lee Myung-bak took office last February with a pledge to get tough with the DPRK. Pyongyang has cut off all official contacts with Seoul.
