China says it will pursue a national defense policy which is purely defensive in nature. A White Paper on China's National Defense in 2008 issued in Beijing on Tuesday says the country is committed to peaceful development and the modernization of its military.

The White Paper gives an overall picture of China's national defense, ranging from the security environment and national defense policy to the defense expenditure and arms control.
The 105-page document says China's general security situation is improving steadily. It also mentioned the situation across the Taiwan Strait has improved significantly.
The paper announced China's intention to achieve a complete modernization of the military by the mid-21st century.
