Afghan presidential election postponed

The Independent Electoral Commission says Afghanistan won't be able to hold presidential elections in the spring.

The commission cites road traffic blocked by cold weather, unavailable funds and a deteriorating security situation as causes.

In the south and east, the threat of violence from Taliban insurgents is preventing voter registration.
