Reconstruction after last year's Wenchuan earthquake is going smoothly in Sichuan's Deyang and Mianyang cities. The allocation of funding for the recovery is drawing close scrutiny and strict regulation to prevent corruption.

With money from the Chinese Red Cross Foundation and the Red Cross Society of China schools, medical stations and housing are being rebuilt here in Sichuan. Most of the construction for nine new villages has started, and some quake survivors have already moved into their new homes. Red Cross officials say the funds for reconstruction are being protected by strict procedures.

Qiu Mianshan, vice director of Red Cross of Deyang said, "The money goes straight from the Red Cross Society to the local Red Cross, then to the project in need. The money is divided into three installments, issued according to the project's progress. We also quickly announce the spending to the public on our website."

This is one of the new villages sponsored by the Red Cross Society. Local villagers not only received a 20,000 yuan housing allowance from the government, but also 15 thousand yuan from the Red Cross. Local governments are planning tourism projects in the villages potential income for the residents in the future.

So far, the Red Cross Societies at variour levels across China have invested 6 billion yuan in reconstruction projects. And nearly all projects sponsored by the Red Cross in Hong Kong, Macao, Taiwan, and internationally have already been implemented.
