UN fails to agree on response to DPRK launch

The emergency UN Security Council meeting was initiated by Japan on Sunday. However, after lasting for three hours, the 15 members agreed only to discuss the matter further, with no action on sanctions.
The United States, Japan and South Korea say the launch has violated council resolutions banning the firing of ballistic missiles by Pyongyang. Council diplomats say China and Russia were not convinced the launch constituted a violation of UN rules. Three other countries supported this view. The final tally of the vote saw 10 members agreeing that the DPRK had violated UN rules, and 5 members disagreeing with this view.
