The human rights plan includes the rights of ethnic minorities in China. Economic development and education will be the focus of government efforts to improve their conditions in the next two years.

China's ethnic minorities generally live in less developed areas.
For them, their first human right is the right to a decent standard of living.
The action plan says the government will spend more than 2 billion yuan to accelerate the economic and social development of ethnic minorities. This money will used to construct infrastructure and new houses, and to improve living standards.
The state will continue support the economic and social development in border areas, and give priority to eliminating poverty in extremely impoverished villages.
Another focus is ethnic minorities' right to learn. The government aims to expand 9-year compulsory education to over 95% in ethnic autonomous areas across the country. Bilingual teaching system will be adopted, and more schools will be set up, including Tibetan and Xinjiang schools in the hinterland. Preferential treatment will continue for students of ethnic groups in enrollment in higher education.
