To have an in-depth understanding of rich, profound connotations of the scientific outlook on development and be more conscious and steadfast in implementing the outlook -- represents a crucial content of the study of the speech delivered by Party General Secretary Hu Jintao at the Party School of the Communist Party of China (CPC) in Beijing on June 25.
For a fairly long historical period, the three-generation Party central collective leaderships with Mao Zedong, Deng Xiaoping and Jiang Zemin respectively at the core have led CPC to explore and study the major issue on building socialism and score great outcome in this aspect. Since the 16th CPC National Congress convened in late 2002, the Party Central Committee with Hu Jintao as the general secretary has inherited and carried forward the important thought of the third-generation Party leadership on the concept of development and set forth a scientific outlook on development. The scientific outlook on development is aimed primarily at development, its core is to take the people first, its basic demand is to coordinate sustainable development in a comprehensive way, and the fundamental way out is overall planning with all-round consideration. These four aspects, which focus on main points and hit the essence, have upgraded our recognition of the scientific outlook on development to a new, higher level.
Development is of decisive significance to building a better-off society and hastening the acceleration of socialist modernization, and the liberation and development of social productive forces remain the cardinal task of socialism; so it is essential to keep a firm hold of the central task of "economic construction" so as to lay a solid basis for developing socialism with Chinese characteristics. It is the basic purpose of the Party to serve the people wholeheartedly. And all its struggles and work are precisely for the well-being of the people; both the starting point and foothold for the work of the Party and government are desined to accomplish, safeguard and develop the fundamental interests of people. Consequently, the development is made for the people, development relies on the people and its outcome will be shared by the people.
It is essential to seek development proceeding from the fundamental interests of the masses of people, keep satisfying their daily increasing material and cultural needs so as to effectively meet their economic, political and cultural rights and interests, and to effectively ensure the outcome of the development benefits all people. It is essential to take "economic construction" as the central task, boost economy, politics, culture and social development simultaneously and in an all-round way, and spur the unified, all-round development of socio-economical and human development in a bid to realize the coordinated development of economic growth and population, resources and the environment. It is also imperative to make all-round arrangements, give scope to all positive factors, handle all kinds of interest relationships appropriately, pay attention to the benign, beneficial cycle and beef up and reinforce weak links in the social and economic development.
"In an endeavor to carry out the scientific outlook on development, we are urged to adhere to the basic line of 'one central task (i.e. economic construction) and the two basic points', to actively go in for building a harmonious socialist society, persevere in spurring the reform and the opening to the outside world and effectively strengthen and improve Party building," said Hu in his speech. This is the fundamental demand from the scientific outlook on development, which we should have a correct understanding and steer to correctly. To adhere to the CPC's basic line unswerving constitutes the most reliable guarantee for our cause to stand any risks or tests and reach the goal smoothly. We should persevere to incorporate the idea of "one central task, two basic points" into the great practice of building the socialism with Chinese characteristics and, at no time, shall we sway or vacillate to the slightest on this point.
To implement the scientific outlook on development, it is imperative to keep in mind the basic national conditions at the primary stage of socialism and have a clear understanding of the importance, arduousness and protracted nature with the all-round construction of a fairly better-off society, the realization of China's basic modernizations, and the enhancement and development of the socialist system in China. Hence, it is crucial to enhance the firmness to concentrate on economic construction and seek development wholeheartedly and the awareness not to cut ourselves off from practice whenever thinking of problems or doing things, and work still more indomitably, tenaciously and suber-mindedly.
In this new era of the new century, China's development is projected at a new starting height in history. So we should analyze scientifically new opportunities and new challenges in the economic globalization the Chinese nation has been pitched in, and we should know still better how to cope with new topics and new contradictions that have inflicted upon China's various undertakings from the industrialization, urbanization, marketization and internationalization, implement the scientific outlook on development in a more penetrating way, boost scientific development more conscientiously and strive to open up a broader development perspective for socialism with Chinese characteristics.
The scientific outlook on development has been set forth on the basis of an accurate understanding of the world development trend, a careful and conscientious summary of China's development experience and an in-depth analysis of characteristics, typical of China's present development phrase under the guidance of Deng Xiaoping Theory and the important thought of the "three representatives". In carrying out the scientific outlook on development, we shall ensure the smooth progress of the reform, opening-up and modernization drive and guarantee the smooth accomplishment of the lofty goals for building a better-off society in a comprehensive way.
