The following measures would reduce car congession:- Increase car license fee, as high as possible.- Set a zone that a car would have to have 3 persons inside, otherwise high fine. The big boss would have to hire people just to sit with him/her in a car.Meanwhile the cities and municipalities should - widen and increase their public transportation nets, subways, buses, street cars, etc.- designate bicycle paths, they should be wide, safe and interconnected.- educate the mass that owning a private car is detrimental to Chinese environment and is not cool. Do not learn from USA, Italy, Japan, etc. but look into Singapore, Holland, Germany, Denmark, etc.
