    Simple. Tax all income at a fixed rate, say 24%, with a cut-off of 0% for those whose income is say, below RMB 12,000 a year; then re-distribute 30% of this income tax to all tax payers at a skewed rate - the less you earn, the more you get while the more you earn, the less you get. The middle income earners gets perhaps 30- 60% income tax "rebates" back. Higher income earners get minimal "rebates" back. The re-distribution pattern should look somewhat like a "S" shape.In this way, you put money in the pockets of those who needs it. Forget about philantrophy. It does work and is irrelevant. What is needed is a mechanism. This mechanism is flexible as it trend up and down according to wealth generation in any year, thus no drag on the economy.This should be combined with provident funds scheme such as the CPF in Singapore or EPF in Malaysia, for old age savings. Half of the contributions will be from employers.For example,

    As China´s economy progresses, the gap between the rich and the poor has become wider. This is certainly one of the reasons that causes discontent among its people, especially the less privilleged and poor. That´s why you see the rise of Foxconn suicides, the attacks on school children etc.China must make conscious efforts to bridge this gap, by taxing the rich , by developing the rural areas so that the poor do not migrate to the cities, providing incentives to make them stay in the rural areas, by practising family planning so that people keep to small families, by providing schools,hospitals in the rural poor areas.China has a huge population. China should not practice capitalist policies the way the Americans do, otherwise there will be more discontent among the people, the rich-poor gap will be worse. There must be some form of government control in the economic system to ensure that this gap is checked all the time.
