Lhasa, the capital of the Tibet Autonomous Region, has issued a plan for 2009 to 2020, to protect the world cultural heritages in the city. It includes the Potala Palace, Jokhang Temple and Norbulingka.

The old city zone with the Ramoche Temple and Guandi Temple will come under complete city government protection.
The "Lhasa City Plan" links the bodies of water inside Zhongganqu Channel, Longwangtan Lake, the Potala Square, the Panchen Lama's Residence and the Norbulingka Garden.
Nearly 7 square kilometers will be protected by restoring the water system, scenery. Traffic and building height will be limited.
Lhasa will preserve a viewing corridor set aside sufficient space for tourist activities.
