Asia-Pacific Children & Youth TV Festival
Information
Co-hosted by China Central Television and Prix Jeunesse International, and supported by the ABU, the AIBD, UNICEF China, and the China Children’s Development Foundation, the Asia-Pacific Children & Youth TV Festival, Beijing will be held in Beijing between October 10th and 14th, 2005.
I. Mission
To enhance face-to-face communication among TV professionals in the Asia-Pacific region
To improve the overall standard of children’s TV production in the Asia-Pacific region
To promote the common development of the children’s TV industry in the Asia-Pacific region
II. Content
Part I: Judging
A. Pre-selection September 11th-13th: A pre-selection committee will choose, from all entries submitted, the programmes to go forward to the final round of judging.
B. Final judging October 10th-12th: After screening all forwarded entries, a final judging committee will vote to decide the award winners.
Part II: Forum
October 13th: The theme of the forum is “New Trends in the World Children’s TV Industry”. Professionals from children’s TV organizations, programme production companies and children’s channels, as well as senior scholars on children’s TV, will be invited to exchange views on new trends in the children’s TV industry, the application of new technologies in the children’s TV industry, etc.
Fifteen lecturers will be invited, each to give a 15-minute speech. Topics are yet to be decided.
Part III. Broadcasting and Awards
September 16th-October 6th: Excerpts from the programmes selected for the final round of judging will be broadcast on the CCTV Children’s Channel, with the permission of the programme provider. A children’s audience will vote to decide the “Chinese Children’s Favourite” Award.
Night of October 13th: Awards Ceremony

Chinese Children’s Favourite: Awarded by CCTV for the most popular programme, as voted for by a TV audience
Spring Bud:Awarded by the China Children’s Development Foundation for the best low-budget production from a developing country

Final Judging Committee: consisting of 11 internationally renowned TV professionals

Entry Requirements
I. Entry Requirements
a. Entries must be fiction, non-fiction or entertainment programmes produced FOR children under 18.
b. Programmes must have been broadcast for the first time between January 1st, 2003 and December 31st, 2004.
c. Programmes must be subject to no copyright dispute.
d. Programmes must be subtitled, voiced-over or dubbed in English.
e. Duration must be between 4 and 60 minutes, up to 60 minutes per broadcaster.
f. This festival does NOT accept school programmes, programmes that incorporate advertising or product placement in their content, or programmes that violate the principles of the Convention on the Rights of the Child.
II. Categories
a. Fiction(up to 6, 7-12, 13-18)
Serious or comic narratives and animations
b. Non-fiction(up to 6, 7-12, 13-18)
Magazine programmes, documentaries, science and natural science programmes
c. Light entertainment
Games and quizzes, live action programmes, short-form/sketch comedies, music and dance shows, etc.
III. Tape requirements
a. Beta SP or Digi Beta tapes, PAL system
b. CH-1 original sound (or English version), CH-2—international sound(music and effects)
c. The English version must have English subtitles and be accompanied by an English script with time codes.
