The story begins in the year 1929, when Peng Zhen is in prison leading members of an underground Party unit in a hunger strike. During his imprisonment, he reads a lot of books on law and on Marxism and Leninism. He is released in 1935 and organizes the national salvation movement against the Japanese invaders in Beiping (the then Beijing). The same year, he is appointed the Organization Department Director of the North Bureau of the Party. In 1938 he is put in charge of the Jin-Cha-Ji Division under the North Bureau of CPC, where he carries out a democratic election among the masses. In the end of 1948, the PLA army encloses the cities of Beiping and Tianjin. Peng Zhen is designated as the Party Secretary of Beiping and does a lot for the peaceful liberation of the ancient city.
After liberation, life is very hard for ordinary people. The city lacks articles of daily use and the lawless merchants who hoard grain in order to raise prices worsen the situation. Peng Zhen takes measures to solve the problems. At the 1949 session of the Chinese People's Political Consultative Conference, Beiping is decided on as the capital of New China and renamed Beijing. Peng Zhen makes investigations in preparation for the municipal planning and visits well-known scholars and democratic personnel in Beijing, bringing them closer to the Communist Party and the new government. He even invites scholar Wu Han to hold the post of vice mayor. In 1951, Peng is elected the Mayor of Beijing.
