Rural support urged

A new document is calling on increased support for the nation's agricultural sector. China's central authorities have released their first paper for the year, urging the industrial sector to support rural development.

The document, issued by both the Communist Party and the State Council urges increasing investment and financial support for agriculture and the countryside.

The essence of the policy shift will move the onus from agriculture supporting industry-to-industry supporting agriculture. It's aimed at boosting the sector by increasing resource allocation.

The document says that infrastructure investment should shift from the cities to rural areas. It puts forward that public funding in rural areas should be expanded and that new funds should be steadily increased.

According to the document, China will utilize land tax to boost agriculture. Fees levied from land leases will be mainly invested in irrigation.

In an effort to create more jobs for migrant workers from the countryside, the document calls for equality between the urban and rural workforce, and the establishment of a social security system in rural areas.

The document also urges system reform on land acquisition, and residents' registration to boost the economy.
