He rushed to the worst-affected city of Xinyang after his plane touched down on Wednesday night.
Zhou Yongkang visited a toll gate at a highway linking Henan and Hubei.
He expressed thanks to the staff working there to ease the traffic.
He also talked to many stranded drivers and passengers.
He was delighted to learn that aid stations set up nearby can offer timely provisions of food, hot water, quilts, and medicine.
He asked local authorities to ensure continuing supplies for people who are stranded, and do their best to help all those in need.
On Thursday, Zhou Yongkang toured villages located at the bottom of a mountainous area in Xinyang.
He sent his sympathy to the victims.
Zhou Yongkang praised the local government for evacuating residents living in houses in danger of collapsing at the start of the snowfall.
At a nearby farm, he also encouraged local officials to resume raising pigs as soon as possible.
Zhou Yongkang then visited a highway monitor center and power grid station to be briefed on traffic control and power supply.
He stressed that as snow continues to hit China, local officials should be prepared for more challenges ahead.
He urged officials in the province to ensure the supplies of food, oil, and vegetables during the Spring Festival, as well as the continuing transportation of goods and supplies to all areas affected by snow.
