Tibet now has 20 deputies for the National People's Congress. 12 of them are ethnic Tibetans.

Before the reform, farmers and herdsmen had no means of production and were in debt nearly all their lives.

Deje also noted, "In 2008, their average net income per capita reached over three thousand yuan, or 500 US dollars. The average disposable income per capita for Tibetan urban residents hit over 12-thousand yuan, or about over 1,850 US dollars."

The vice-chairwoman pointed out that before the reform, more than 90 percent of the people had no houses of their own. Living conditions for farmers and herdsmen were extremely bad. And now, 200-thousand farming and herding households have moved into new homes.

Average life expectancy is 67, almost double what it was 50 years ago.

Deje said all of the facts show Tibet's human rights situation is at its best time in history.
