Shanghai to Tighten Exam-Approval System

The Shanghai Municipal government will further reform its administrative examination and approval system, by passing a regulation which makes those who approve economic projects responsible for any discredit which follows the decision.

The regulation will also ensure those who are responsible for any improper approvals are punished.

Any administrative examination which does not separate the functions of the government from those of commercial interests, impedes the opening of the market and goes against fair competition, and in fact fails to play an effective role will be abolished.

The city reports that last year the reform simplified the approval procedure and made it more transparent.

Chinese Vice-Premier Li Lanqing Friday urged the acceleration of the reform, saying such governmental reform was necessary to meet its WTO commitments.

Sources with the Shanghai municipal government said that reform of the fiscal system, industrial association, agency and corporate and individual credit systems will be coped with to meet the challenges posed by WTO membership.
