Jiang Zemin's speech: Crucial for Party development

    Chinese Premier Zhu Rongji, Vice President Hu Jintao and Vice Premier Li Lanqing have joined various delegation groups of the Congress. In a discussion with Party delegates, they pointed out that General Secretary Jiang Zemin's "Three Represents" Theory is a development of Marxism. It marks a new stage in the process of putting Marxism into practice in China.

    In a discussion with delegates from Shaanxi Province, Premier Zhu Rongji listened closely to delegates' comments. He said that over the past 13 years, the Party Central Committee, with Jiang Zemin at the core, has emphasized new practices and development. China has initially established a Socialist market economic system and a broad multi-leveled mechanism of opening up to the outside world is now in place. He urged delegates from western provinces to continue their work on environmental protection and sustainable development.

    Vice President Hu Jintao took part in a discussion group with the Tibet Autonomous Region delegation. Hu told them that this Party Congress is crucial for both Party and national development. CPC General Secretary Jiang Zemin's speech centers on the basic experience of China's reform over the past 13 years. His speech further clarifies his "Three Represents" theory, and answers the fundamental questions of how to build Socialism, what kind of political party should be built and how. The General Secretary's speech is the CPC's Political Declaration for the new century and acts as a guiding light on the nation's road to modernization.

    In a discussion with delegates from Shangdong province, Vice Premier Li Lanqing noted that the 16th Party National Congress is the first Party national congress in the new century. The CPC has upgraded its ability to lead the nation in reform, gaining rich experience in handling the complex situations that the new century will present.
