Li Ruihuan, member of the seven-people Standing Committee of the Political Bureau of the Communist Party of China (CPC), said Saturday that all members of the CPC should study and implement conscientiously Jiang Zemin's report to the ongoing 16th National Congress of the CPC.

He said that Jiang's report summarized China's basic experience in the reform, opening up and modernization drive since the Fourth Plenary Session of the 13th CPC Central Committee in 1989, put forward the overall requirement for carrying out the important thought of Three Represents, mapped out the blueprint for building a well-off society in an all-round way, and made clear the main tasks for economic, political and cultural development and restructuring.

Li made the remarks when participating in discussion of the Tianjin delegation to the CPC National Congress Saturday.

He underlined the interests of the people, saying that regarding the fundamental interests of the overwhelming majority of the people as the starting point and goal of all work of the Party is a remarkable characteristic that distinguishes the CPC from any other party.

"Leading cadres at all levels must bear the people's interests in mind, do everything for the people, and never divorce themselves from the people," Li said.

He pointed out that the Party has done a good job in representing the fundamental interests of the overwhelming majority of the people, but problems still exist in this regard. "We must not ignore, despise and evade these problems," Li said.

It is necessary for the Party to properly handle the relations between the policy of reform, development and stability and the people's interests, he said.
