Russian Federation Council chairman Sergey Mironov has arrived in Beijing for a two-day goodwill visit to China. Mironov heads the Upper House of Russia's Federal Assembly and is in the Chinese capital as the guest of Wu Bangguo, China's top legislator.
Chairman Wu Bangguo of the National People's Congress was the first high-ranking Chinese official to hold talks with the visiting Russian Federation Council Chairman. The meeting is the first of its kind between the two parliamentary leaders.
Wu Bangguo first offered his condolences to the victims of the recent suicide bombing in North Ossetia. He added that China strongly supports the Russian government's efforts to combat separatist attempts in Chechnya. He also praised the Russian government for its long-standing position on the One-China policy. Mironov said personal contacts between the leaders would help strengthen bilateral ties.
Mironov's visit marks the highest ranking parliamentary delegation from Russia to visit China this year. His delegation includes major officials from the Federation Council.
On arriving at the Beijing International Airport, Mironov said that frequent visits by leaders of the two parliaments over the past years have become an important component of the friendly cooperation between the two countries.
According to Mironov, "The aim of the visit is to enhance the mechanism of exchanges between the Federation Council of the Russian Federation, and the National People's Congress of China. "
The importance of Mironov's visit is highlighted by the Russian Ambassador to China.
"It's very important, this year we are going to have many delegations. This is one of the highest. In September, our Prime Minister will also visit China," said Igor A. Rogachev, Russian Federation Ambassador to the PRC.
Mironov, who was elected to the position in December 2001, is the third most senior official in the Russia after President Vladimir Putin and Prime Minister Mikail Kasyanov.
During his visit, Mironov will have high profile talks with a number of top Chinese officials, including President Hu Jintao and Premier Wen Jiabao. This is a clear signal that the new Chinese leadership values very much China's relations with Russia. Though the good will visit may not produce any significant agreement, Mironov's mission could help enhance the existing "strategic partnership of cooperation" between the two neighbors.
