On building the Communist Party of China in the new historical situation, General Secretary Jiang Zemin has clarified these issues in his speech at the Party's National Congress. Delegates have gathered to discuss how to implement and strengthen Party building.

Many Party Congress delegates from Heilongjiang, Hubei, and Sichuan Provinces said the Three Represents Thought is the guarantee of building a stable society. In a discussion of General Secretary Jiang Zemin's speech and an amendment of the Party Constitution, delegates said the CPC must stand at the forefront of the tide of the times.

Hubei delegate Cai Qihua said: "We believe Party will unite the nation and lead it forward. The experience of the recent years of great practice is the most reliable guarantee for our cause to stand the test of risks and reach its goal smoothly."

Many delegates say General Secretary Jiang's speech is a theoretical innovation of Party building. They say the Three Represents Thought is necessary for pushing ahead the Party and the state in the new century.

Henan delegate Sang Jinke said: "The Three Represents Thought has answered the fundamental question of what kind of party our Party should be built into, and how to do so under the current new historical conditions."

Delegates from Fujian, Guangdong, and Guangxi Provinces and the Xinjiang Uygur Autonomous Region said the CPC should continue revitalizing itself and enhancing its role at the grassroots level.

Guangxi delegate Zhu Jun said, "General Secretary Jiang Zemin says strengthening the Party at the grassroots level is an important task. We must extend our Party work to the rural areas. Our Party should be built upon the trust of the people."

Delegates from around the nation have also discussed various issues concerning Party building, including human resources evaluation and selection, building a modern enterprise management system, and the challenges ahead for economic development.

At the end of 2001, there were more than 66 million Chinese Communist Party members.
