The 16th National Congress of the Communist Party of China, which opened on November 8, concluded today in Beijing. The Congress, the first of its kind convened by the CPC in the new century, is being hailed as a significant landmark in the nation's development.

At the closing session of the 16th CPC National Party Congress, over 2,100 Party delegates endorsed General Secretary Jiang Zemin's report. It sets the creation of a well-off society as a clearly defined goal for the Party.

The delegates also enshrined the important thought of "Three Represents" into the Party Constitution.

At the closing session, delegates also elected 198 full members and 158 alternate members to the 16th CPC Central Committee and a new Central Commission for Disciplinary Inspection, which has 121 members.

Jiang Zemin, the core of the third-generation leadership of the Communist Party of China, and five of his colleagues in the Party's top decision-making body are not on a new Central Committee of the CPC elected this morning. His five colleagues are: Li Peng and Zhu Rongji, both 74, Li Ruihuan 68, Wei Jianxing, 71 and Li Lanqing, 70. The only member of the 15th CPC Central Committee Political Bureau Standing Committee who has entered the 16th CPC Central Committee is 59-year-old Hu Jintao. With warm applause, more than 2,100 delegates to the congress showed respect and appreciation to 76-year-old Jiang Zemin and his colleagues for the "breadth of their political vision and sterling integrity."

The delegates passed resolutions on the report of the 15th CPC Central Committee and the work report of the Central Commission for Disciplinary Inspection.

The 16th Party Congress was the first held in the millennium, which marks a new era in Chinese history. As China adapts to these changing times, the Congress marked a momentous step in its strategic plan towards socialist modernization.
