EU leaders say a US response to the perpetrators of last week's attacks on New York and Washington and a global support to the response would be legitimate.
The 15 leaders began an emergency summit on Friday, seeking to calm financial markets rattled by fears of war after Afghanistan's ruling Taliban movement rejected a US request to hand over Saudi-born Islamic militant Osama bin Laden. Belgian Prime Minister Guy Verhostadt, chaired the summit and expressed "total solidarity with the American people in the face of terrorist attacks." EU member states said they were prepared to undertake targeted actions in support of the US according to their means. Verhostadt said EU leaders wanted a global anti-terrorism coalition organized under the United Nations. They were also quick to stress the distinction between "fanatical terrorist groups" and the Arab and Moslem world.
